The honest answer
Why the 60-minute flight wins
It is not the cheapest and it is not the longest. What it is, uniquely at this price, is complete. In an hour it takes in Waikiki and Diamond Head, runs out over Pearl Harbor, crosses the Koolau range where the cliffs go vertical, comes back down the windward coast past Kaneohe Bay, and lands.
The flights either side of it are narrower by design. Twenty minutes never leaves the south shore. Thirty looks in at the Pali but does not cross. Sixty-five adds the North Shore and the rainforest, which is lovely and is also the smallest marginal gain on this list.
Its numbers back that up without overselling: 4.9 across 453 reviews is the largest sample here by a factor of four.

When the cheapest flight is the right answer
The twenty-minute Waikiki flight at $380 is a genuinely good buy for a specific person: someone who wants Diamond Head from above, the reef colours and Pearl Harbor, and who does not especially care about the windward side.
It is also the flight to take if your Oahu days are full. Twenty minutes in the air plus check-in is a morning errand, not an excursion.
What it cannot do is show you the Koolau cliffs. If those are the reason you are booking, the extra $413 to the thirty-minute flight is the best-value step on this page.

The sunset flight at $483 is rated 5.0 — on a single review. That is not a warning, it is an absence of evidence. Book it if golden hour is specifically what you want, not because of the score.
The Turtle Bay departures are good flights from the wrong end of the island for most visitors. If you are staying on the North Shore they are excellent; from Waikiki they cost two hours of driving.
The island circuit at $495 is the most complete flight here and actually costs slightly less than the hour. It is a defensible choice — but it carries nine reviews against 453, which is why it is not our default.
